In all cases planning permission would be required to site a caravan (mobile home) on the land. This does not matter whether the land is classified as agricultural, pasture, brownfield, greenfield etc. etc. or it does not matter whether the land is in conservation area, AONB etc. etc. the siting of a caravan (mobile home) will always need full planning permission.
In many instances when we look at farmers land, they may well already have permission to site caravans for workers. In these instances it is likely the planning will simply say allowed to site caravans without definition of type / size etc. This therefore makes the mobile homes exempt from planning.
If you do not have this permission, then you will need to apply for planning permission. It is true that applying for a mobile home (caravan) will be simpler to obtain. The reason why, is due to the fact that it is not classified as ‘permanent’ and therefore not classified as a ‘development’.
This will have much more ability to get approval through, whether that is for farm workers, farm managers, or in some situations having a mobile home for site security is looked at favourably.

To be classed as a mobile home, the cabin must:
Be moveable in one or two sections
Be no larger than 20m x 6.8m, and under 3.05m high
Be single-storey
Must be designed for human habitation
If your cabin meets these criteria, it falls under the Caravan Act and may not require full planning permission.

An LDC isn’t planning permission, it’s proof from your local council that planning permission isn’t required. It offers legal peace of mind and is highly recommended when using mobile cabins for seasonal accommodation.

If the cabins are used beyond seasonal periods or become permanent residences, you’ll likely need full planning permission and building regulations approval. Year-round use changes your legal obligations.
