Do I need planning permission to install cabins for seasonal farm workers?
In all cases planning permission would be required to site a caravan (mobile home) on the land. This does not matter whether the land is classified as agricultural, pasture, brownfield, greenfield etc. etc. or it does not matter whether the land is in conservation area, AONB etc. etc. the siting of a caravan (mobile home) will always need full planning permission. In many instances when we look at farmers land, they may well already have permission to site caravans for workers. In these instances it is likely the planning will simply say allowed to site caravans without definition of type / size etc. This therefore makes the mobile homes exempt from planning. If you do not have this permission, then you will need to apply for planning permission. It is true that applying for a mobile home (caravan) will be simpler to obtain. The reason why, is due to the fact that it is not classified as ‘permanent’ and therefore not classified as a ‘development’. This will have much more ability to get approval through, whether that is for farm workers, farm managers, or in some situations having a mobile home for site security is looked at favourably.
What qualifies as a ‘mobile home’ under UK planning law?
To be classed as a mobile home, the cabin must be moveable in one or two sections, measure no more than 20m x 6.8m and be under 3.05m high, be single-storey, and be designed for human habitation. If your cabin meets these criteria, it may fall under the Caravan Act and may not require full planning permission.
What is a Lawful Development Certificate (LDC), and do I need one?
An LDC isn’t planning permission, it’s proof from your local council that planning permission isn’t required. It offers legal peace of mind and is highly recommended when using mobile cabins for seasonal accommodation.
What if I want to house workers year-round?
If the cabins are used beyond seasonal periods or become permanent residences, you’ll likely need full planning permission and building regulations approval. Year-round use changes your legal obligations.
What are the utility requirements for farm cabins?
Even if your cabin is exempt from planning permission, it will still need practical utilities in place, including a mains or tank-fed water supply, electricity through either the grid or off-grid solar options, and a suitable waste solution such as a septic tank or bio-toilet. It’s important to plan these services in advance and work with an experienced cabin provider who can advise on the most appropriate and compliant solutions for your site.
Are these types of cabins subject to Building Regulations?
Mobile homes that fall under the Caravan Act are generally exempt from full UK Building Regulations. However, electrical and plumbing work must still be safely installed and may require certification.
Is VAT lower on mobile farm accommodation?
Yes. If your cabin qualifies under the Caravan Act and is intended for seasonal worker use, VAT is often reduced to 5%, rather than the usual 20%, a significant cost saving.
Can I charge rent to workers staying in the cabins?
Yes. You can charge a fair rental rate to seasonal workers staying on-site. This makes your farm more attractive to labourers and helps you offset the cost of the cabins over time.
